The Galaxy Nexus is a touchscreen slate Android smartphone developed by a partnership between Google and Samsung. The phone and operating system were developed collaboratively by engineers from both companies. It is the third generation successor to Google's previous flagship phones, the Nexus One and Nexus S. It has an HD (720p) Super AMOLED display with curved glass, an improved camera system, and Google's new version of its Android operating system, version 4.0, codenamed Ice Cream Sandwich. The name is the result of co-branding between the Samsung Galaxy and Google Nexus brands of Android smartphones.

The Galaxy Nexus was unveiled at Google and Samsung's Ice Cream Sandwich event on October 19, 2011 in Hong Kong. It was released in Europe on November 17, 2011 and made its debut in the United States on December 15, 2011.

It is one of the few phones recommended by the Android Open Source Project for building Android from source.

History

Google's plans to continue the Nexus series and bring a third-generation Nexus to market were confirmed by Google's senior vice president of mobile platforms Andy Rubin in May 2011.

Samsung mobile put out a teaser video for its "Google Episode" of Unpacked on October 11th but later postponed (to October 19th) the product announcement out of respect, following the death of Steve Jobs.

Before the official announcement, it was also referred to as the Google "Nexus Prime" among Android enthusiasts and the media. There had been repeated leaks containing almost accurate details about this device. The phone was officially announced on October 19th, 2011 in Hong Kong, revealing the official name as "Galaxy Nexus".

Hardware

The Galaxy Nexus features a 4.65-inch 1280?720-pixel HD Super AMOLED PenTile curved glass display, a dual-core 1.2?GHz TI OMAP 4460 processor (ARM Cortex-A9) with an accompanying PowerVR SGX540, 1 GB of RAM; a 1,750 mAh battery (1,850 mAh LTE version); 1.3 MP front camera and 5 MP rear camera (with zero shutter lag) capable of 1080p video with the rear camera and 720p with the front camera; 4G; Wi-Fi a/b/g/n; Bluetooth; GPS, barometer; NFC; and 16 GB or 32 GB of internal storage.

The Galaxy Nexus also hosts support for MHL through the use of its Micro USB 2.0 port., allowing the Galaxy Nexus to output up to 1080p audio-visual content (through HDMI) to any supported external display such as a HD Television.

The Galaxy Nexus has no physical buttons on the front, but instead features on-screen soft keys embedded into the system software (part of Android 4.0). Beneath the soft keys, a multicolored notification LED is featured, a feature missing from the Nexus S.

The 3.5?mm headphone jack is located on the bottom of the phone, and the camera is located in the center of the rear side.

Software

Galaxy Nexus is the first device to run Android 4.0 Ice Cream Sandwich, introducing a large number of new features and improvements including, but not limited to:

  • Enhanced speed and performance
  • Voice typing, a speech-to-Text feature
  • Virtual buttons in the user interface, in place of capacitive or physical buttons
  • Separation of widgets in a new tab, listed in a similar manner to apps
  • Pinch-to-zoom functionality in the calendar
  • Ability to access apps directly from lock screen (similar to HTC Sense 3.x)
  • Improved copy and paste functionality
  • Better voice integration and continuous, real-time speech to text dictation
  • Face Unlock, a feature that allows users to unlock handsets using facial recognition software
  • New tabbed web browser, allowing up to 16 tabs
  • Data Usage section in settings that lets users set warnings when they approach a certain usage limit, and disable data use when the limit is exceeded
  • Improved camera app with zero shutter lag, time lapse settings, panorama mode, and the ability to zoom while recording
  • Built-in photo editor
  • New gallery layout, organized by location and person
  • Android Beam, a near-field communication feature allowing the rapid short-range exchange of web bookmarks, contact info, directions, YouTube videos and other data Wi-Fi Direct
  • 1080p HD (1920x1080 @ 24 fps) video recording with the rear facing 5 MP camera
  • 720p HD (1280x720 @ 30 fps) video recording with the front facing 1.3 MP camera
  • Play Store formerly named Android Market was updated and re-designed, now with over 400,000 apps, including Adobe Flash player, several Google-made apps and many others.

    Availability

    On some markets, the phone is sold SIM-unlocked. It is also hardware-unlocked (unlocked bootloader, allowing root access). The fact that the Galaxy Nexus is sold SIM-locked in some markets?primarily where operators subsidize the phone or have exclusive selling rights?breaks the more liberal tradition of previous Nexus phones: Nexus One and Nexus S.

    Europe

    In the UK, the Galaxy Nexus became available on O2 and 3 on November 17, 2011. The version sold is the HSPA+ version. The phone has launched in 20 other European countries early in December 2011. In Germany, the HSPA+ Version sold sim-unlocked for ?539.99 in retail stores, and from Vodafone and O2. It launched in December 2011 in Portugal, SIM-locked by Vodafone and SIM-unlocked by Expansys and Fnac.

    North America

    In Canada, Bell Mobility and Virgin Mobile launched the device on December 8, 2011 for C$649 with a cancelable contract. Vid?otron announced a January 13, 2012 release, but the smartphone's release was delayed to February 8, 2012. Telus began selling the phone for C$649 on January 13, 2012, while Fido and Rogers Wireless began selling the phone on the 13th in limited quantities for C$600 ($585) no strings attached. On February 3, 2012 Wind Mobile began selling the phone for C$599.

    The LTE version of the Galaxy Nexus was launched in the United States on December 15, 2011 through Verizon Wireless for a subsidized price of $299.99 with a new two-year customer agreement. There were rumors that Verizon had confirmed the device was to be launched on December 9, along with the ability to preorder the Motorola Droid XYBoard (Xoom 2). That date, however, came and went without a product release. On April 24, 2012, a GSM/UMTS, SIM-unlocked version was officially released in the United States by Google in the Play Store for $399. It works on both AT&T's and T-Mobile's networks, as well as worldwide.|date=May 2012}} Sprint officially announced the Galaxy Nexus for their network at CES 2012, and was released on April 22nd 2012. It was released as Sprint's first LTE smartphone.

    In Mexico, the Galaxy Nexus was officially announced to the media on March 8, 2012 in an exclusive launch event held in Mexico City. It was officially released to sales to registered buyers on March 15, 2012 by means of a "night-only sale" at some qualified Telcel Customer Attention Centers (CAC) and the day after: March 16, it went into general availability. Pre-registration to qualify for the night-only sale was required by visiting www.galaxynexus.com.mx. On March 13, 2012, the registration (sign-up) numbers and phones assigned to the discount promotion were already sold-out.

    Those who got a registration number on the promotion web site were entitled to attend the night-sale on Telcel qualifying Customer Attention Centers (CAC) during 16, 17, or 18 March, to the CAC of their choosing. After those dates, the Galaxy Nexus started selling at its regular list price for Mexico either on a pre-paid plan or, on post-paid plans with some operator subsidy.

    The Galaxy Nexus, for the time being, will be available exclusively with Telcel at a price of approximately MXN$10,500 pesos. on a pre-paid plan basis. Substantial discounts for the phone will be available for previous customers with a post-payment (monthly billing) plan and to those who buy post-payment plans. The Galaxy Nexus in Mexico is being sold SIM locked to TELCEL.

    There are some builds of Android 4.0 (Ice Cream Sandwich) that are controlled by Google and some that are controlled by Samsung. While the Verizon version includes two preinstalled carrier apps, atypical of Nexus phones, it still comes with an unlockable boot loader, and therefore it is still easy to root the device. The Verizon version blocks Google Wallet, however, users at xda-developers managed to create a modified APK of Google Wallet installable on those phones.

    The Verizon version also comes with two pre-loaded apps and isn't necessarily updated directly by Google. The program "GN Official Update Checker", available on the Android Market can be used to detect if a phone is using a build of Android controlled by Google, therefore knowing if updates are coming from Google. Nevertheless, all Galaxy Nexus phones can be flashed with a Google-controlled version of Android, codenamed "yakju" (GSM/HSPA+) or "mysid" (CDMA/LTE).

    Asia-Pacific

    The phone will be supported by the carrier NTT DoCoMo in Japan, where the variant sold there will be known as the SC-04D within the docomo NEXT series of smartphone devices.

    In Korea, two carriers support Galaxy Nexus; SK Telecom and KT, where the code of the phone is SHW-M420S and M420K respectively. The product name of Korean version of Galaxy nexus is yakjukr, which is not updated directly by Google. This variation of Galaxy Nexus shares the same hardware as GSM/HSPA+ version, making it one of the last non-LTE phones released in Korea. Both carriers provide 1,850mAh battery in comparison to 1,750mAh of all GSM releases of other countries, with 2,100mAh battery also provided free of charge.

    In India, the Galaxy Nexus was initially supposed to launch in December 2011. This was then rescheduled to the last week of January 2012. It was later rescheduled to March 2012 according to the official account of Samsung India on Twitter. but the phone failed to launch in March as per the statement. On May 3, 2012, Samsung India officially tweeted that "The Galaxy Nexus will not be launched in India. Watch this space for the next big thing!" confirming that the Galaxy Nexus will not see an India release.

    In Hong Kong, the phone was available from December 15, 2011. It is available unlocked through local electronics stores (Broadway, Fortress, Suning, and others), and mobile phone operators (3, China Mobile, PCCW Mobile, one2Free, Smartone)

    In Australia, Vodafone Australia announced that they would carry the Galaxy Nexus. It is available on Vodafone as well as Virgin Mobile.

    In Thailand, the Galaxy Nexus was announced on December 14, 2011 and available for pre-order at the event. The pre-ordered devices shipped on December 22, 2011, the same day the phone was released.

    In Singapore, the Galaxy Nexus was released on Saturday 11 February 2012, not exclusive to any carrier. It was also the first country to sell the white version, as a gift to those who waited due to its delay (it was meant to arrive in January).

    In Malaysia, it was released on January 16, 2012 by DiGi and Celcom.

    In Indonesia, it was released on January 21, 2012.

    In Bahrain, Batelco launched the Galaxy Nexus on March 4, 2012.

    In Saudi Arabia, STC announced that it will solely introduce the Nexus. However, it was released on March 28, 2012. On April 25, Google has completed supporting arabic for ICS starting with 4.0.2, more of them updates are coming.

    Variants

    The device originally comes available in a black color. A white color version (with the front-panel in black) is expected to be available in February 2012. There was a special edition released to Google employees with Google product logos on the back.

    Accessories

    The official Samsung accessory range includes a Desktop Dock with an HDMI port, a Desk Stand with a 3.5mm jack, a stand with a charging port for a second battery and a car holder that will let users turn their Galaxy Nexus phone into a SatNav replacement. There is also an official Samsung Galaxy Nexus battery that has recently become available in the UK. All of the Samsung accessories feature a microUSB port so the phone can be charged while it is being used. There are also several third-party accessories, including several protective cases, batteries with more capacity, the Kogeto Dot 360-degree panoramic video accessory and many others.

    Reception

    The Galaxy Nexus generated a high level of anticipation and was even regarded as the most anticipated Android device of 2011, gathering very positive reviews. The phone, along with other Samsung phones, was a commercial success, with an estimated 1.7 million unit sales in 2011, helping Samsung to achieve record-breaking profits in 2011.

    The GSMArena review concludes: "The Galaxy Nexus is an impressive device on its own."

    Engadget editor Myriam Joire, in Engadget's review of the final version of the Galaxy Nexus (HSPA+ variant), concluded that "The Galaxy Nexus is definitely the best Android phone available today ? it's possibly even the best phone available today, period", praising it for its speed, feel, display and battery life.

    Steve Kovach, writing for Business Insider, noted "Android's improvements seem to add more radical advances with each new version. Ice Cream Sandwich is the biggest leap forward yet." and concluded "Simply put, the Galaxy Nexus is the best phone from Google yet."

    Ginny Mies, for PCWorld concluded in his review, "The Samsung Galaxy Nexus is a superb phone, and a great vehicle for introducing Android Ice Cream Sandwich to the world. Android has clearly come a long way, and the tweaks and updates Google has implemented throughout the operating system make a huge difference in efficiency and ease of use. Right now, the Galaxy Nexus is the best Android phone you can buy."

    Mobilesyrup's review indicates: "From our time with the device, we can safely say there is no going back. Every piece of Android hardware from this day on will be judged not on the speed of its processor or its pixel density but on whether it is running Ice Cream Sandwich. The Galaxy Nexus has a market lead so vast as to be a chasm; the experience is just that much better. [...] Samsung has wisely taken the best design aspects of the Nexus S and Galaxy S II variants and created the first best Android device ever."

    According to Engadget editor Darren Murph, the Galaxy Nexus was "smooth as ever. Without question, this is easily the slickest, most polished version of Android yet"; "the entire experience just felt polished. In a way, it's as if Android's growing a bit and maturing before our eyes", concluding with "Overall, we're thrilled with how the first ICS handset has turned out. It's understated, sleek, beautiful and packs a display that's destined to drop jaws."

    Vincent Nguyen, from SlashGear noted the fast performance of Android 4.0.1, the tight integration between the operating system and the hardware and concluded that "this is the best Android phone around today".

    According to Dan Nosowitz, at Popular Science, "The Galaxy Nexus is the best Android phone I've ever used, heads and tails above anything else on the market. The speed, the new sleek blue-and-grayscale look, the new Google apps, the new and easier ways to manage what's happening on your phone?there's no contest."

    J.R. Raphael, from Computerworld, stated "The Galaxy Nexus [...] is an exceptional phone, arguably the finest Android handset to date.", concluding "The Galaxy Nexus is sleek and attractive, with a thin, light body and a beautiful HD display. It's screamingly fast, too, delivering what may be the best overall performance of any mobile device available."

    In a T3 review Thomas Tamblyn noted the camera was "quicker than many digital cameras" and concluded: "the whole experience is very fluid. Even in its current form [a pre-release version], "It feels like a version of Android that is already very polished."

    Joshua Topolsky from The Verge stated, "It's one of the best smartphones ever made, and with a couple of minor tweaks (particularly to the camera), it could be the best smartphone ever produced."

    Charlie White, at Mashable, described the screen as "gorgeous", offering "an exquisitely sharp view", and describing the hardware design as "a spectacular success", concluding "The Samsung Galaxy Nexus is by far the best Android phone I?ve seen yet."

    Effective Risk Management Prepares Businesses and Organizations ...

    This post reflects my comments to a Forbes.com article, Risk Management vs Rescue Management by Steve Denning, a columnist whose posts I very much enjoy reading.? Steve's columns are thought-provoking and usually challenge conventional thinking and ways of doing things. Steve's post is influenced by a NewYorker.com post, Failure and Rescue, by Atul Gawande.? Mr. Gawande states:? "The difference between triumph and defeat ... isn?t about willingness to take risks. It?s about mastery of rescue."

    While "mastery of the rescue" can be "the difference between triumph and defeat," this issue is not about the "willingness to take risks."? People in all walks of life take risks everyday; it's called living.? Instead, private, public, and non-government organizations should focus on their preparedness for dealing with risks when they happen.? "Mastery of the rescue" is a direct reflection of risk preparedness.

    A risk management plan is only the beginning.? As a former Army officer who exercised contingency plans on a regular basis and a consultant who has helped organizations develop risk management and associated contingency plans, I recognize that the the real value of such plans is in exercising the actions called for in these plans, including contingency plan operational rehearsals.? There are other factors such as organizational leadership, processes, knowledge, and training that also impact risk and the effectiveness of any risk mitigation strategy.

    Rescue management and risk management are very much linked.? They should not be viewed from a perspective of one "versus" the other.? Risk management is the act of preparing for rescue management.?

    The University of Michigan study, Variation in Hospital Mortality Associated with Inpatient Surgery, cited by Mr. Gawande, includes a number of factors contributing to "low surgical mortality."? These include "multiple complex processes, including the timely administration of antibiotics in patients with sepsis, the rapid transfer of a patient to an intensive care unit (ICU), and the availability of interventional cardiologists during an acute myocardial infarction. ... A system of daily rounds with a certified intensivist [a physician who specializes in the care of critically ill patients] was associated with a reduction in in-hospital mortality by a factor of three and an increased nurse-to-patient ratio was associated with a halving of in-hospital mortality. ... Intra-operative checklists have become an increasingly promising and popular approach for reducing risks of complications."?

    The hospitals that have adopted and **institutionalized** these actions recognize that effective rescue management is only possible if there's effective risk management reflected in risk mitigation actions that are exercised on a daily basis.? Therein, is the key to effective risk management - the institutionalization of processes and activities designed to create a culture that primarily focuses on mitigating risks and enabling effective and efficient rescue actions when things go wrong.?

    The failures in the BP oil disaster cited in Mr. Denning's post, "failure to recognize a problem, "adopting the wrong plan," and "failure to implement even the rescue properly," have their roots in a lack of knowledge, poor decision-making, inadequate training, and ineffective contingency operation plans per testimony before the U.S. House of Representatives in February 2011.? In effect, the personnel on the BP oil drilling platform, Deepwater Horizon, were not prepared for events that took place on April 20, 2010.?

    Strong leadership could have prevented these failures.? Leadership is the most important risk mitigator as pointed out by Colonel Eric Kail in his HBR post, "Lessons From the Military: Your Risk is My Risk, Too."? COL Kail makes the excellent point that as a leader, "you can't become someone in 30 seconds that you haven't practiced being for the last 30 days. ... You also can't be everywhere all the time, so you need to know that other leaders in your organization are making decisions that support your intent regarding acceptable risk."? The U.S. Navy's Blue Angels pilots in the picture for this post know by virtue of their training, knowledge, and procedures what acceptable risk is.? Knowing that acceptable risk mitigates the need for rescue management.?

    One of the best examples of the value of leadership, training, and established processes (all risk mitigators) in enabling effective rescue actions when things go wrong were the actions that Captain Chesley "Sully" Sullenberger and his flight crew took to safely land US Airways Flight 1549 and its passengers in the Hudson River on March 15, 2009.

    ?It wasn?t heroism that brought Flight 1549 down safely. It was rigorous training that?s inbred in the U.S. aviation system. Pilots have to fly for years before they can command an airliner, and even experienced pilots must routinely train in simulators and pass ?check rides?? at least once a year under the supervision of Federal Aviation Administration inspectors. ? ?In simulator training, we?re doing nothing but flying in all sorts of emergencies.??

    Actual rescue management operations provide an excellent opportunity for the organization to learn and enhance its risk management knowledge base.? Rescue management participants should be debriefed and lessons learned identified, validated, disseminated, and made available for others to access.? Knowledge gained from this activity may necessitate changes to training, processes, and operations and potentially influence innovations to existing portfolios of products and/or services.? Do not limit the applicability of lessons learned to the same function or industry; look for non-linear applicability as well.? This post began with a focus on hospital care and moved to aviation safety.? It's fitting then to provide a link to an excellent lesson learned report, "What Went Right - Lessons for the Intensivist From the Crew of US Airways Flight 1549."? This report shows the applicability of effective aviation risk management that can "can help intensivists ... remain as focused and prepared for any emergency as the crew of Flight 1549."

    In an interview, Captain Sullenberger stated:? "One way of looking at this might be that for 42 years, I've been making small, regular deposits in this bank of experience: education and training. And on January 15 the balance was sufficient so that I could make a very large withdrawal."

    Organizations should view their risk management actions in the same way - deposits "to **prepare** for the possibility" of things going wrong."? That's only way difference-making rescue management will happen.

    Robot picks, plays and grooves to your music

    The smartphone docking station was upgraded to robot status today with the unveiling of a brainy speaker system at the Google I/O developer conference in San Francisco.

    The robot, called Shimi, gains the sensing and musical generation capabilities of the Android phone docked to it.?

    For example, it uses facial recognition technology to follow a user around the room and position its speakers for optimal sound. Users can also tap out a rhythm and the robot will search the phone?s library for a song that matches the beat.?

    The robot?will also be able to recommend songs based on preferences similar to iTunes? Genius engine and Pandora?s Music Genome Project.

    In the future, the Georgia Tech team behind Shimi will deploy functions that will allow users to skip tracks and crank up the volume with hand gestures.?More info is in the video below.

    At the unveiling today in San Francisco, a trio of robots danced in sync to music created in the lab and composed according to the robots' movements. You can check out the performance below.

    With the advent of such musical robots, the days of human DJs for wedding parties and high school dances may be numbered, serving another blow to a profession already being nudged off the radio by semi-intelligent software.?

    Gil Weinberg, the robot's creator, is in the process of commercializing Shimi via his startup company Tovbot. You should be able to get your hands on one by the 2013 holiday season.

    (AP) ? Congressional bargainers appeared to be closing in on a compromise that would head off a July 1 doubling of interest rates on federal loans to 7.4 million college students and end an election-year battle between President Barack Obama and Congress.

    Senate aides from both parties said Friday the two sides were moving toward a deal on how to pay the measure's $6 billion price tag, the chief source of partisan conflict.

    The goal is to push legislation through Congress next week so the current 3.4 percent interest rate on subsidized Stafford loans can be preserved for another year. A 2007 law gradually reduced interest rates on the loans but required them to balloon back to 6.8 percent this July 1 in a cost-saving maneuver.

    On another front, the two sides were also close to an agreement to overhaul federal transportation programs, according to House and Senate aides from both parties. Negotiations were expected to continue through the weekend, with votes expected next week on either a major transportation bill or an extension of current programs, said the aides, who spoke on condition of anonymity to discuss details of the talks.

    For weeks, Obama has ridiculed Republicans for not moving quickly to prevent student loan interest rates from doubling, a stance that Democrats have hoped will boost his support among young voters who broadly backed him in the 2008 election. With college costs and student debt growing steadily, the issue ties directly into concerns about the economy and jobs that polls show dominate voters' worries.

    Though some rank-and-file GOP lawmakers have opposed letting the government set the rates, Republican presidential challenger Mitt Romney and GOP congressional leaders have backed the one-year extension. The remaining dispute has been over how to pay for it.

    Republicans have accused Obama of creating a phony issue and drawing out the battle in an attempt to reap political points. In late May, they proposed several options to pay for the measure, all of which were culled from budget savings Obama himself had proposed in the past, but they said the White House was ignoring them.

    "Even though the White House refuses to respond to our bipartisan approach, Senate Democrats are finally working with us, and a solution is within reach ? despite the president's failure to act," said Don Stewart, spokesman for Senate Minority Leader Mitch McConnell, R-Ky.

    The talks have involved aides to McConnell and Senate Majority Leader Harry Reid, D-Nev. Democrats said the White House has been kept abreast of the talks, while Republicans said House Speaker John Boehner, R-Ohio, has been kept informed but hasn't participated in the negotiations.

    According to Democratic aides, negotiators are approaching a deal to cover the bill's costs by charging companies more to insure pensions and changing rules so companies take fewer tax deductions for their pension contributions. Reid proposed both of those ideas this month.

    They said additional money would come from a list of options McConnell has offered, probably one to limit federal subsidies of undergraduates' loans to six years. The government does not begin charging interest on Stafford loans until after students graduate, which can take longer than six years.

    "While we're not there, we're well down the road. I think we can get something done," Reid told reporters Thursday. He said McConnell and Boehner "are compromising just as we are and hope we can get something done."

    If allowed to double, the higher 6.8 percent rate would apply only to new subsidized Stafford loans for undergraduates approved starting on July 1 and would not affect existing loans.

    According to the Education Department, 7.4 million students are expected to get new Stafford loans in the year beginning July 1, with each borrowing an average $4,226. A doubling of interest rates would add about $1,000 to the costs of the average loan, which students typically pay off over 10 or more years.

    The Federal Reserve Bank of New York said last month that student loan debt grew this year to $904 billion, even as other types of consumer debt were falling.

    You'd be a fool to expect Justin Bieber to debut anywhere but the #1 spot on the Billboard 200 album chart next week. But experts are predicting that not only will JB top the tally, but he's headed for his best first week ever and the likely crown of the year's biggest debut.

 is on course to move between 410,000 and 440,000 units by the end of the reporting week on Sunday. If Bieber reaches those heights, he will move past the year's biggest debut to date, Madonna's MDNA, which opened with 359,000. Those kinds of numbers would also give Bieber his biggest first frame so far, beating the debut of 2010's My World 2.0, which moved 291,000 units in its first week.

    Before the expected numbers hit, Bieber's manager, Scooter Braun, was already feeling bullish about the prospects. "I think it's gonna do well because I think people are really giving it a shot," he said of the album that critics have been praising for its maturity. "At the same time, I think that's my biggest hope that people judge him on the music. That they go and they listen to the album and they don't go in with any expectations. There's a lot of hype around him because of who he is and just shut your eyes, put on your headphones, and put on the music and then just decide if this album is worthy of your time."

    Maybe he's a bit biased (okay, of course he is), but Braun said that if people follow his advice and give Bieber a fair shake, "I think nine-and-three-fourths out of 10 people will say yes." We will find out on Wednesday when the new Billboard 200 is revealed.

    WASHINGTON (AP) ? A year after the Internet helped fuel the Arab Spring uprisings, the role cyberspace plays in launching revolutions is being threatened by proposed changes to a United Nations telecommunications treaty that could allow countries to clamp down on the free flow of information.

    For months, dozens of countries have been meeting behind closed doors to debate changes to the 24-year-old treaty. The U.S. delegation to the World Conference on International Telecommunications to be held in Dubai this December has vowed to block any proposals that could permit online censorship or undercut the Internet's current governing structure.

    Yet those assurances have failed to ease fears that bureaucratic tinkering with the treaty could imperil Internet freedom and diminish its role in economic growth, according to legal experts and civil liberties advocates who have been tracking the discussions.

    Russia, for example, has proposed language that requires member states to ensure the public has unrestricted access and use of international telecommunication services, "except in cases where international telecommunication services are used for the purpose of interfering in the internal affairs or undermining the sovereignty, national security, territorial integrity and public safety of other states, or to divulge information of a sensitive nature," according to a May 3 U.N. document that details the various proposals for amending the treaty.

    The wording of this provision could allow a country to cite a U.N. treaty as the basis for repressing political opposition. The provision also appears to contradict Article 19 of the U.N. Universal Declaration of Human Rights, which says people shall have the right to access information "through any media and regardless of frontiers."

    A senior U.N. official said Friday the amended treaty will not create any barriers to information online, but acknowledged that the Russian proposal has not yet been rejected. Any proposals that cannot be agreed to by all member states will not be included in the final document, said Hamadoun Toure, secretary general of the International Telecommunication Union, the U.N. agency that oversees the treaty.

    An amended treaty would be binding on the United States if it is ratified by the Senate. But approval is not automatic. The treaty, known formally as the International Telecommunications Regulations, is sure to be scrutinized by lawmakers wary of its potential impact.

    The ITU does not operate like the U.N. Security Council, where the United States has the power to veto resolutions to which it objects. The ITU works on a consensus basis. Proposals can be stopped from serious consideration if enough countries voice their objections. More than 190 nations will attend the Dubai conference and the U.S. delegation is seeking support for its positions at the preparatory meetings that will continue until the conference convenes.

    "It is important that when we have values, as we do in the area of free speech and the free flow of information, that we do everything that we can to articulate and sustain those values," Philip Verveer, deputy assistant secretary of state and U.S. coordinator for international communications and information policy, said in an interview.

    The drafting and debating of proposals in preparation for the Dubai conference have taken place largely in secret. Public interest groups have criticized the process and said it runs counter to development of sound public policy. In response to calls for transparency, two research fellows at George Mason University's Mercatus Center launched the website WCITLeaks.org earlier this month as a way to make leaked documents available publicly.

    The secretive nature of the talks has sparked rumors the U.N. is plotting to take control of the Internet. Toure has called the takeover rumors "ridiculous."

    Independent, nongovernmental organizations including the Internet Society, the Internet Corporation for Assigned Names and Numbers, and the Worldwide Web Consortium have for years served as the Internet's governing bodies. They handle core tasks like network and domain name administration and establish Internet policies, standards and rules based on input from the public and private sectors. This system allows the Internet to evolve organically and react rapidly to changes in technology, business practices and consumer behavior, according to open Internet advocates.

    Yet for countries still grappling with how communications have been transformed by the Internet, ITU and the treaty are viewed as the best avenues for plugging themselves into the global information economy. For developing nations that don't have an effective broadband infrastructure, bureaucratic and regulatory measures can allow them to benefit financially from the Internet traffic that electronically crosses their borders.

    But treaties are static instruments that often are unable to adapt and adjust to the fast pace of Internet innovation, said Sally Shipman Wentworth, senior manager for public policy at the nonprofit Internet Society. "Further, we do not believe that we should simply take the 1988 regulatory model that applied to the old telephone system and apply it to the Internet," she said.

    A proposal offered by a European association of telecommunications network operators would put pressure on content providers such as Google, Facebook and Netflix to offset the costs of delivering Internet traffic to end-users. That traffic increasingly includes bandwidth-hungry video, and the proposal from the European Telecommunications Network Operators' Association essentially argues that the investment needed to expand and improve data delivery should be borne by the operators and the content providers.

    Verveer called the proposal unworkable and said it would have unintended consequences, such as blocking Harvard, MIT and other universities from putting courses online at no cost to users in places where access to education is already limited. "If it became necessary to pay in order to make these courses available, they would predictably become less available, which would be very unfortunate," he said.

    Even what appear to be minor alterations to the treaty can have far-reaching consequences. A coalition of Arab states has proposed expanding the treaty's definition of telecommunications by adding the word "processing." The change, if made, would expand the treaty's reach and "essentially swallow the Internet's functions with only a tiny edit to existing rules," Robert McDowell, a Republican member of the Federal Communications Commission, said late last month at a congressional hearing.

    Scammers intentionally write lousy emails???here's why

    How often have you gotten an email from a troubled?prince, a long-lost relative or a distressed damsel, and instantly sent it to the trash? You know the type of message I'm talking about?? a?typo-filled pile of run-on sentences which offers you riches in exchange for your help. You probably immediately recognize such notes to be some sort of scam ... and as?do most people.

    So why don't scammers try to write better, more convincing emails?

    Because the lousy ones?help them pick out the best targets.

    Computerworld's Rothan Pearce calls attention to a research paper by Cormac Herley, principal researcher at Microsoft Research's Machine Learning Department, which explains how it all works. The paper's pretty full of math and will likely give you a headache ??or require you to re-read it several times for comprehension?? but it boils down to this:?"By sending an email that repels all but the most?gullible the scammer gets the most promising marks to?self-select."

    Emails which are poorly written or identify the sender as a resident of Nigeria ??a country often associated with certain scams?? weed out the skeptics, the people who wouldn't easily believe that a stranger would send them millions in exchange for a small fee.

    This means that the scammers can focus on the folks who are most likely to suspend disbelief and proceed to lure them into their schemes (which is an effort intensive process). Using transparent emails for the initial contact keeps the scammers from wasting time communicating with potential victims who'd see through their lies before it's too late.

    So what lesson can we take from this? That we shouldn't underestimate the folks who are looking to scam us. There's?definitely?reason to their apparent madness.

    Xania, at 22, you probably can't even realize yet just how wrong HE is. You can't make his family accept you. You didn't break up his marriage, but he definitely did. Even if his wife had affairs, and even if it was because he was unkind to her, that means he didn't make his marriage enough of a priority. In fact, he coped with it by turning to a girl who is young enough to be his child and getting her pregnant while he is still married.

    There are so many red flags here that the only truly good answer I can give you is that you would be smart to reconsider having this relationship at all. Luckily for you, his family is forcing you to open your eyes and look at the situation, but you might still not see what you should be seeing - that your relationship with this man isn't a healthy one.

    Stuff happens. I hope things work out as you'd like them to, though it'll be hard to get there.

    I've mentioned some red flags that I hope you'll look at. Here's one more that is a BIG one, too. At your age, you're just starting in your career. You'll be at the peak of your career right around the time he's going to be ready to retire. Some questions I hope you'll ask yourself (whenever applicable):

    - How will things be when he has no work responsibilities and you still have to go to work every day? Will he go off and do his own thing? Will you be the ball and chain that keeps him from travelling, starting a hobby career, or whatever his goals are?
    - Your child will be reaching college age as he's getting ready to retire. Will you both be able to put away for college AND retirement?
    - Will he resent you if you want to spend money and have fun at a time when he needs to putting away money for retirement?
    - How will your energy and motivation levels work together or conflict as the years pass when there's such a large age gap?
